Short answer: Only after regularisation is approved. Lenders look for the final LRS proceedings (the approval order) for your plot. An application acknowledgement, a fee intimation or a payment receipt is not approval, and a plot in an unapproved layout bought after 26 August 2020 generally cannot be regularised under the current scheme at all.

What LRS fixes, and what it does not
LRS is a planning-law fix. It brings a plot in an unapproved layout into the planning system by charging a regularisation fee, so that the owner can apply for building permission, get utility connections and approach lenders.
It does not fix a weak title, an existing mortgage, a boundary dispute or a land-use problem. A lender will still check your link documents, encumbrance certificate and site, exactly as for any other plot. A regularised plot with a broken title chain is still not financeable.
Receipt vs proceedings: the stages of an LRS case
- Application and acknowledgement. Proof you applied. Nothing more.
- Fee intimation. The authority calculates the fee. Paying it moves the case forward but does not approve it.
- Payment receipts. Proof money reached the case. The payment can still be subject to final computation and approval.
- Scrutiny and shortfalls. Officials check the documents and site. They may raise a shortfall or objection that you must answer.
- Final proceedings (approval order). This is the document that regularises the plot, and the one lenders ask for.
This is where most confusion comes from. Lakhs of Telangana applicants have been sent fee notices and many have paid, yet a large number of cases are still waiting for final proceedings. “LRS paid” and “LRS approved” are not the same thing.
How to check the LRS status of a plot
- Go to lrs.telangana.gov.in and open Application Search from the top menu.
- Enter the LRS application number (ask the owner for the acknowledgement if you are buying).
- Check the current stage, and whether any shortfall or objection is open.
- If it shows as approved, ask for a copy of the final proceedings and check that the survey number, plot number and extent match the sale deed.

If your LRS is stuck or rejected
- Get the reason in writing. The portal or the municipal office will show the objection.
- Answer curable shortfalls quickly: missing documents, measurement mismatches, or fee differences can often be fixed.
- Some objections cannot be cured, for example where the land is restricted for public use or the plot falls outside the scheme’s conditions. In that case, do not plan construction or a loan around that plot.
- Talk to us before you pay more money into it. We can tell you whether the file is likely to be financeable once approved.
Buying a plot that “has LRS”? Check these first
- Final LRS proceedings in the seller’s name, for this exact plot and extent
- Seller’s sale deed registered on or before 26 August 2020, or a clean chain from that owner
- Encumbrance certificate with no pending charges
- Status on lrs.telangana.gov.in matches the paper you were shown
- Site measurements match the sale deed and the LRS record
If the seller can show only a receipt, price the plot as an unregularised plot, because that is what it is until proceedings are issued.

Frequently asked questions
Does an LRS payment receipt mean my plot is regularised?
No. A receipt proves payment. Only the final LRS proceedings (approval order) prove the plot is regularised.
Can I get a home loan on an LRS plot in Hyderabad?
Usually yes once final LRS proceedings are issued, subject to the lender’s title, legal and valuation checks. Lenders generally do not fund plots while LRS is pending.
I bought my plot after August 2020. Can I still apply for LRS?
Under the current scheme, plots in unapproved layouts bought after 26 August 2020 are generally not eligible. Check the latest government notification before you rely on this.
How do I check my LRS application status?
Use Application Search on lrs.telangana.gov.in with your application number. No login is needed.
Can I build a house on an LRS plot?
After regularisation is approved, you can apply for building permission through TS-bPASS. Without it, building permission is generally not available.
