Building Permission in Telangana by Plot Size: BuildNow (Formerly TS-bPASS)

· 4 min read · By Vijay Arjun, LIC HFL DSA since 2002

Quick answer: Building permissions in Telangana now go through BuildNow, which replaced TS-bPASS (TG-bPASS closed on 15 December 2025). Homes on plots up to 75 sq yd, and on plots up to 500 sq m (about 598 sq yd) with height up to 10 m, have a 15-day timeline. Larger or taller buildings take 21 days.

By Vijay Arjun V (B.Pharm, PGDM): authorised LIC HFL DSA since 2002 and DME (Direct Marketing Executive) appointed by LIC HFL. Rules checked on the BuildNow portal and loan terms on lichousing.com on 17 October 2026.

What replaced TS-bPASS?

BuildNow, launched by the state government in March 2025 (Deccan Chronicle, 21 March 2025). The BuildNow portal says building and layout applications in GHMC, HMDA and DTCP limits are now processed through it, and that the TG-bPASS portal closed permanently after 15 December 2025.

The categories people still call “instant registration” and “instant approval” carry over. What changed is the system, not your need for a valid permission.

Which documents does BuildNow ask for?

For instant registration and instant approval, the checklist asks for a front photograph of the site and your ownership documents (sale deed and link documents). Depending on your plot, it may also ask for:

  • the latest property tax receipt, or vacant land tax receipts for the last 3 years
  • the layout approval, if the plot is in an approved layout
  • for an open plot or an unapproved layout, an ownership or link document registered before 26 August 2020
  • site photographs, if work has already started
  • a market value certificate, if registration data is not available
  • the BRS approval, if the building was regularised under BRS

Check that your layout is approved or regularised before you apply: see HMDA and DTCP plot rules and loans on LRS plots. Plots near lakes need an FTL check too: FTL and buffer zones.

How long is a building permission valid?

Three years for a non-high-rise building and five years for a high-rise, according to BuildNow. Plan the work and the funding together: LIC HFL’s composite (plot + construction) loan also expects the house to be finished within 3 years of buying the plot.

How do you check a permission before you buy?

  1. Ask the seller or builder for the permission number and the sanctioned plan, in writing.
  2. Look up the number in BuildNow’s citizen search.
  3. Match the floors, height and setbacks on site against the sanctioned plan.
  4. Check that the plot and survey number match the sale deed.
  5. For a finished building that needs one, ask for the occupancy certificate. See the possession checklist.

How does building permission affect your loan?

Frequently asked questions

Is TS-bPASS still working?

No. The BuildNow portal asked applicants to submit pending TG-bPASS applications by 15 December 2025, after which TG-bPASS closed. New applications go through BuildNow.

Do I need permission for a house on a 75 sq yd plot?

Yes, through instant registration on BuildNow. The checklist asks for a site photograph and your ownership documents.

Does BuildNow cover gram panchayat areas?

BuildNow lists applications in GHMC, HMDA and DTCP limits. Whatever the area, first make sure the layout itself is approved or regularised; lenders check this.

Can I get a loan to add a floor?

Yes, with a permission that covers the new floor. See the home extension loan.
