Will a Bank Fund Your HMDA or DTCP Plot? Plot Loan Rules in Hyderabad

Short answer: Yes, a lender will usually fund a plot in Hyderabad if it sits in an HMDA- or DTCP-approved layout with a valid LP (Layout Permission) number, a clear title, and your plot shown as a saleable residential plot on the approved drawing. Plots with only gram panchayat approval, or in unapproved layouts that have not been regularised, are generally refused.

HMDA or DTCP: which one applies to your plot?

It depends on where the plot is. HMDA (Hyderabad Metropolitan Development Authority) approves layouts within the Hyderabad Metropolitan Region, which covers Hyderabad and parts of the surrounding districts, including Medchal-Malkajgiri, Rangareddy, Sangareddy, Medak, Siddipet and Yadadri Bhuvanagiri. DTCP (Directorate of Town and Country Planning) approves layouts in the rest of Telangana.

For a lender, both are acceptable. What matters is that the approval is real, final, and covers your specific plot. Most of the city’s plotted growth corridors, such as Kollur, Tellapur, Adibatla and Medchal, fall under HMDA.

How to check an LP number before you pay an advance

  1. Ask the seller for the layout proceedings and the approved layout drawing. Both should carry the same LP number.
  2. Search the LP number on the official portal for the authority that covers the plot’s location (HMDA or DTCP). The search is free.
  3. Check the details match: developer name, village and survey numbers, and the date of approval.
  4. Find your plot number on the approved drawing. It must be a residential plot, not part of a road, park or open-space reservation.
  5. Check whether the plot is mortgaged to HMDA. HMDA holds some plots as security until the developer finishes roads and other works. A mortgaged plot cannot be sold until HMDA releases it.
  6. Visit the site with the drawing in hand. Road widths and plot sizes on the ground should match the drawing.

Only after these checks should you pay a token amount. If anything does not match, send us the documents first.

What LIC HFL checks on a plot loan file

Alongside your KYC and income documents, the property side of a plot loan usually needs:

  • Agreement of sale or sale deed for the plot
  • Link (parent) documents showing the chain of ownership
  • Encumbrance certificate (EC) for the same period
  • Layout proceedings and approved drawing with the LP number
  • Release letter, if the plot was among those mortgaged to HMDA
  • LRS proceedings, if the plot was regularised under the Layout Regularisation Scheme

The lender’s legal team checks title; a technical valuer visits the site and values the plot. The loan is based on the lower of the agreement value and the valuation.

How much can you borrow on a plot?

For a plot purchase alone, LIC HFL lends up to 75% of the property value, repayable over up to 15 years. You pay the remaining 25% plus stamp duty and registration yourself. Your actual amount also depends on your income, existing EMIs, age and credit score. You can check your eligibility before choosing a plot.

Buying now, building later? Consider a composite loan

If you plan to build a house on the plot, a composite loan covers both the plot purchase and construction in one sanction, with a tenure of up to 30 years. The condition is that construction must be completed within 3 years of buying the plot, so you will also need building permission (through TS-bPASS) and a construction estimate. Six red flags before you buy a plot

  1. A gram panchayat letter presented as “approval”. Panchayat sanction is not HMDA or DTCP layout approval and does not satisfy lenders.
  2. A file or application number instead of an LP number. An application is not an approval.
  3. Your plot is not on the approved drawing, or sits in a park or road reservation.
  4. The site does not match the drawing: narrower roads, plots re-divided after approval.
  5. The plot is still mortgaged to HMDA and the developer cannot show a release.
  6. “LRS paid” is offered as proof. An LRS payment receipt is not regularisation; lenders want the approved LRS proceedings.

What about LRS or gram panchayat plots?

Plots in unapproved layouts can be brought under the Telangana Layout Regularisation Scheme (LRS), but broadly only where the plot was registered on or before 26 August 2020. Until regularisation is approved, most lenders will not fund the plot. If you already own such a plot, check its LRS status before planning a loan; if you are buying, treat an unapproved layout as a cash-only purchase with real resale risk.

Generally no. Gram panchayat approval is not layout approval, so lenders usually refuse these plots unless they have been regularised.

Can I build later on a plot bought with a loan?

Yes. With a composite loan from LIC HFL, construction must be completed within 3 years of buying the plot. With a plot-only loan, you can take a separate construction loan later.

How do I verify an LP number?

Search it on the HMDA portal (buildnow.telangana.gov.in or dpms.hmda.gov.in) or the DTCP portal (dpms.dtcp.telangana.gov.in), then match the developer, survey numbers and your plot number on the approved drawing.
