Quick answer: In Telangana, the total stamp duty and registration charge for buying a flat is 7.5% of the property value (calculated on the higher of the registered sale agreement value or the government market basic value). This 7.5% comprises 5.5% Stamp Duty, 1.5% Transfer Duty and a 0.5% Registration Fee (G.O.Ms.No.59, effective 22 July 2021). For example, registering an apartment valued at ₹80 Lakhs costs exactly ₹6,00,000 in government registration charges. These fees must be paid through an online e-Challan on the Telangana IGRS portal before your registration slot at the Sub-Registrar Office (SRO).

Market Value vs Agreement Value: Which is Taxed?
Under Section 47A of the Indian Stamp Act as implemented in Telangana:
- Government Basic Market Value: The minimum land and built-up unit rate fixed by the Telangana Government on the IGRS portal.
- Actual Agreement Value: The commercial transaction price agreed between you and the builder or seller.
- Taxation Rule: Stamp duty and registration charges are calculated on whichever value is HIGHER. If the government market value is ₹55 Lakhs but your agreement value is ₹70 Lakhs, the 7.75% fee is calculated on ₹70 Lakhs.
Can You Fund Stamp Duty Through Your Home Loan?
Under Reserve Bank of India (RBI) prudential guidelines, banks cannot include stamp duty and registration fees in the Loan-to-Value (LTV) calculation for home loans above ₹30 Lakhs. This means you must arrange the 7.5% registration cost from your own personal savings as part of your upfront out-of-pocket budget.
Tax Deduction on Stamp Duty under Section 80C
The good news: Under Section 80C of the Income Tax Act, the stamp duty and registration fees you pay can be claimed as an income tax deduction up to the ₹1.5 Lakh limit in the financial year the property is registered (under the old tax regime).
Frequently asked questions
Is there any stamp duty concession for women in Telangana?
No. Telangana does not offer a separate concessional stamp duty rate for women; the 7.5% aggregate fee applies uniformly across all individual buyers.
Are registration charges the same for resale flats?
Yes. The statutory 7.75% rate applies equally to new developer apartments and resale properties. However, for resale flats, structural depreciation can be factored into the technical valuation for loan sanction.
