Quick answer: Before you pay an advance on an open plot near Patancheru, Medchal or Shadnagar, check five things: the layout’s HMDA or DTCP approval (LP number), that your plot is a saleable plot on the approved drawing, Telangana RERA registration for the venture, a clean title and encumbrance certificate, and that the plot is outside any lake FTL or buffer zone. These are also the checks LIC HFL makes before funding the plot.

Which authority approves plots in these areas?
The approving authority decides where you verify the layout and what a lender asks for.
| Area | Usual approving authority | Road links | APF-approved ventures we work with |
|---|---|---|---|
| Patancheru | HMDA (many layouts) | Outer Ring Road, NH65 (Mumbai highway) | Auroland by Auro Realty (Inole); Aspen by Tattva Developers (Peddakanjarla) |
| Medchal | HMDA | NH44 north (Nagpur highway), Outer Ring Road | Smartscape |
| Shadnagar | Many layouts DTCP; some HMDA | NH44 south (Bengaluru highway) | Ask us |
Some sellers call any layout “HMDA approved”. Always read the authority and LP number on the layout proceedings yourself. LIC HFL funds plots in both HMDA- and DTCP-approved layouts.
10 checks before you book an open plot
1. Layout approval and LP number
Ask for the layout proceedings and the LP (Layout Permission) number. For HMDA layouts, search it under “Approved Layouts” on hmda.gov.in (district, mandal, village, LP number). If the search finds nothing, treat the layout as unapproved. Check that every survey number on your sale deed appears on the approval. Our guide explains this step by step: will a bank fund your HMDA or DTCP plot?.
2. Your plot on the approved drawing
Your plot number must appear as a saleable residential plot on the approved drawing, not as open space, road or an amenity site. If the plot is among those mortgaged to HMDA until the developer finishes the roads and drains, ask for the release letter.
3. Telangana RERA registration
Projects on more than 500 sq m of land must be registered with Telangana RERA. Search the venture on rera.telangana.gov.in and match the promoter name on the record with the name on your agreement. A RERA number printed on a brochure proves nothing until it appears on the portal.
4. Title documents and encumbrance certificate
Get the link (parent) documents that show the chain of ownership, and an encumbrance certificate (EC) for the same period, from the seller. The lender’s legal team checks these; checking them yourself first avoids losing an advance. See the property documents checklist.
5. Lakes, FTL and buffer zones
Plots near lakes and streams can fall inside a Full Tank Level (FTL) or buffer zone, where construction is not allowed. Check the village map and any lake boundary notices before booking. Read FTL and buffer zones explained.
6. Land use in the master plan
The plot should be in a residential use zone of the master plan, not agricultural, conservation or industrial. The layout approval normally confirms this; ask if it isn’t stated.
7. Road access and widening
Check that the plot faces a road shown on the approved layout, and whether any road-widening proposal cuts into it.
8. LRS-regularised or approved?
A plot regularised under the Layout Regularisation Scheme (LRS) is different from one in an approved layout. Lenders treat them differently: read can you get a loan on an LRS plot?.
9. Development work and charges
See which roads, drains, water lines and power lines are already laid, and get any development or amenity charges in writing: are they inside or outside the plot price?
10. Loan eligibility before the advance
Ask whether LIC HFL will fund the plot and how much, before you pay. LIC HFL lends up to 75% of the plot value over up to 15 years, and a plot-only loan has no condition to build. Plot loan rates on 9 October 2026 started at 7.35% (salaried, CIBIL 825+).
Why APF-approved ventures are easier
In an APF-approved venture, LIC HFL has already verified the layout’s title, approvals and technical details. You get a special processing-fee discount, no legal and technical fee, and a quicker sanction. Current APF plot ventures are listed on our plot loan page.
What will the plot really cost?
Plan for the down payment (25%), about 7.5% in stamp duty, transfer duty and registration, a 0.1% mutation fee in GHMC areas, and about 0.6% of the loan for mortgage registration. On a ₹40 lakh plot that is about ₹13.2 lakh upfront. See the full plot purchase cost breakdown, or compare with a flat in plot or flat: which is easier to finance?.

Frequently asked questions
Are Shadnagar plots HMDA or DTCP approved?
Both exist: many Shadnagar layouts are DTCP-approved and some are HMDA-approved. Read the approving authority and LP number on the layout proceedings rather than relying on the brochure.
Can I get a loan for a DTCP-approved plot?
Yes. LIC HFL funds plots in DTCP- and HMDA-approved layouts, subject to title and valuation checks. Gram panchayat-only layouts are a different matter.
Do I have to build a house after buying a plot with a loan?
No. A plot-only loan has no construction condition. Only the composite (plot + construction) loan requires construction within 3 years.
Is RERA registration needed for plotted ventures?
Yes, for projects on more than 500 sq m of land. Verify the venture on rera.telangana.gov.in before booking.
Next step: send us the venture name, LP number and plot size. We will check whether LIC HFL will fund it, how much you can borrow, and whether the venture is APF-approved, before you pay an advance.
