Pre-Launch Flats in Hyderabad: Can You Get a Home Loan? (2026)

Updated · 5 min read · By Vijay Arjun, LIC HFL DSA since 2002

Quick answer: No. A home loan cannot fund a pre-launch booking. “Pre-launch” means selling flats before the project is registered with Telangana RERA, which Section 3 of the RERA Act forbids for any project on more than 500 sq m of land with more than 8 flats. Until it is registered, there is no valid agreement for sale for a lender to fund, so every rupee you pay is your own and at risk.

By Vijay Arjun V (B.Pharm, PGDM), authorised LIC HFL DSA since 2002 and DME (Direct Marketing Executive) appointed by LIC HFL. Facts checked on 29 October 2026.

What is a pre-launch offer?

A builder offers flats at a discount before the project is formally launched, often asking for most or all of the price upfront. In Hyderabad these offers are also sold as “UDS” deals, where you pay for an undivided share of land before the building is approved; see what UDS means in a flat.

The catch is timing. At pre-launch stage, the project usually has no RERA registration and often no building permission from GHMC or HMDA yet.

Is pre-launch booking legal in Telangana?

Not for most projects. Under the Real Estate (Regulation and Development) Act, 2016:

  • Section 3: a promoter cannot advertise, market, book or sell flats in a project without registering it with RERA. Only small projects are exempt: land of 500 sq m or less, or 8 flats or fewer.
  • Section 13: a promoter cannot take more than 10% of the price as an advance without first signing a registered agreement for sale.
  • Section 59: selling without registration can cost the promoter a penalty of up to 10% of the estimated project cost.

Telangana RERA enforces this. In March 2026 it fined a developer about ₹4.74 crore for collecting money through pre-launch offers without registration for a Kompally project that never started, declared it a defaulter and ordered refunds with interest. The authority said pre-launch schemes in unregistered projects are illegal and asked buyers to check registration before investing (Siasat, 14 March 2026).

Why a lender cannot fund a pre-launch flat

For an under-construction flat, a home loan is released in stages against what the builder has legally sold you and built. A lender needs:

  1. RERA registration of the project. See how to check a project on Telangana RERA.
  2. Building permission and approved plan from GHMC, HMDA or the local body.
  3. Clear title to the land, checked by the lender’s lawyer.
  4. A registered agreement for sale between you and the builder.
  5. A tripartite agreement between you, the builder and the lender; see what a tripartite agreement is.

A pre-launch project has none of the first or the fourth, so there is nothing to lend against. Projects that LIC HFL has already approved (Approved Project Finance) have been through the legal and technical checks; see the LIC HFL approved projects list and what APF means.

Already paid a pre-launch amount? Do this now

  1. Check the project on the Telangana RERA portal (rera.telangana.gov.in) by name and promoter.
  2. Stop further payments until it is registered and you have an agreement for sale.
  3. Keep proof: receipts, bank transfer records, the brochure and any messages promising the flat.
  4. Once it is registered, make sure the registered agreement shows your flat, price and what you have already paid. A home loan can then be considered for the remaining payments, subject to the lender’s own checks.
  5. If it is not registered or has stalled, Telangana RERA has ordered pre-launch sellers to refund buyers with interest. Get legal advice on a complaint.

How to buy early without the risk

  • Book at launch, not before. The first price after RERA registration is usually the lowest legal price.
  • Check three things first: RERA registration number, building permission and whether the project is on a lender’s approved list.
  • Pay no more than 10% until the agreement for sale is registered.
  • Know your loan before you book. Check how much you can borrow and keep the down payment ready; see home loan eligibility by salary and the eligibility calculator.

Frequently asked questions

Can I get a home loan for a pre-launch project in Hyderabad?

No. Lenders fund registered agreements for sale in projects with RERA registration, building permission and clear title. A pre-launch project does not yet have these.

What is the difference between pre-launch and launch?

Launch is when the project is registered with RERA and can legally be sold. Pre-launch is selling before that, which RERA does not allow for projects on more than 500 sq m of land with more than 8 flats.

Are pre-launch prices really cheaper?

The quoted price is lower, but you pay early, cannot take a loan, and carry the risk that approvals or construction never happen. The launch price after registration is the safer early-bird price.

Do small buildings need RERA registration?

No, if the land is 500 sq m or less, or there are 8 flats or fewer. Those can be funded once the building permission, title and other papers are in order; see home loans for standalone building flats.

Is a UDS sale the same as pre-launch?

Not always, but UDS deals are often used to collect money before approvals. The same rule applies: no RERA registration, no loan.
